The 21st Century COE Program International Symposium
"Policy Innovation Initiatives and Practices in Japan and Asia"

The purpose of this initiative is to pave the way toward the establishment of a new mode of policy studies, sougou seisakugaku, in Japan and Asia. We do this by promoting the integration of the processes of problem-finding, policy formation and policy evaluation into one in the area of human security where especially innovative policies are needed.
We have three broad areas of concerns: the "Regional Security Environment" where we are confronted by changes originating within the national boundaries but having their impact far beyond them; the "Global Market Environment" where our primary concerns are the flows of goods, services and people destabilizing the conventional frameworks for stable life; and the "Sustainable Living Environment" which calls attention to the management of life as well as resources for policy at local level under the pressures of these changes and impact.
We seek to establish an unparalleled center for research and training which promotes rigorous field work, and mobilizes a human network of domestic and foreign researchers and policy practitioners. The center, with the support of the most advanced IT technology, also makes it possible to accumulate and share the key findings of the individual research efforts in ways that help generate innovative policies.
Over the five-year period, our goal is, also, to produce the next generation of domestic and foreign researchers who could constitute an innovative academic community sustaining the new mode of policy studies, sougou seisakugaku.

Our program was selected in 2003 by the "21st Century Center of Excellence Program (Social Sciences Division)" of the Ministry of Education, Culture, Sports, Science and Technology. The program currently supports the following three research groups. And each research group consists of three research teams.
